Shan Bagby

Dr. Shan Bagby is President of Molaro Barrister Associates and serves as an executive consultant for U.S. Army Medical Command and The U.S. Army Surgeon General. He brings proven expertise in healthcare executive leadership, organizational transformation, and board governance. He specializes in developing high-performing organizations that deliver measurable results in dynamic business environments. His crisis management expertise includes leading COVID-19 response operations, deploying healthcare teams nationwide, and implementing rapid organizational transformations under pressure.

Dr. Bagby retired from active duty in January 2023 after 30+ years of distinguished military service, culminating as the 28th Chief of the Army Dental Corps; Commanding General of Regional Health Command-Central (Army); and Deputy Director of the Small Markets Office for the Defense Health Agency. In these roles, he managed healthcare operations serving 500,000+ beneficiaries, led 23,000+ personnel, and oversaw $3+ billion budgets while driving digital transformation initiatives across multi-state operations.

Upon retirement, he served as Head of Mobile Integrated Care at Cityblock Health, a technology-driven healthcare company backed by Alphabet. At Cityblock, Dr. Bagby demonstrated his ability to translate military operational excellence into innovative civilian business models. He led mobile integrated care programs serving over 100,000 members with industry-leading engagement rates.

NACD-certified, Dr. Bagby currently serves as Vice Chair of the University Health Foundation Board of Directors and Co-Chair of the Pacific Northwest University of Health Sciences School of Dental Medicine Leadership Council.

Dr. Bagby holds degrees from Rutgers University (physics), University of Pittsburgh (dental medicine), Baylor University (healthcare administration), and the U.S. Army War College (strategic studies). He is a Fellow of the American College of Healthcare Executives and board-certified by the American Board of Oral and Maxillofacial Surgery. His military awards include the Distinguished Service Medal, Legion of Merit, Bronze Star Medal, and the Army Surgeon General’s “A” Proficiency Designator for leadership excellence.
