Dr. Monte Kapec

Dr. Monte Kapec is a senior healthcare strategy and medical acquisition consultant with over three decades of experience in Army Medicine. During his 31-year career, he held a range of leadership roles, culminating in his position as Head of the Contracting Activity and Deputy Chief of Staff for Procurement at the U.S. Army Medical Command (MEDCOM) and the Office of the Surgeon General (OTSG). A former member of the Senior Executive Service, he served as both a Department of the Army civilian and a commissioned Army officer in various command and staff positions across the military healthcare system.

His prior assignments include serving as Principal Assistant Responsible for Contracting (PARC) at the U.S. Army Medical Research and Materiel Command (USAMRMC); Deputy Director of the U.S. Army Medical Research Acquisition Activity; Director of Contracting for the North Atlantic Regional Medical Command; and Chief of the Pacific Regional Contracting Office, U.S. Army MEDCOM.

Dr. Kapec earned his Doctorate in Organizational Leadership and Learning from the University of Pennsylvania’s Graduate School of Education. He also holds a B.S. in Environmental Science from Kutztown University of Pennsylvania; an M.S. in Education from the University of Pennsylvania; an MBA from Mount Saint Mary’s University; an M.A. in Acquisitions and Procurement Management from Webster University; and an M.S.A. in Healthcare Administration from Central Michigan University. He is a National Security Management Fellow from Syracuse University’s Maxwell School and holds professional certificates in Project Management and Business Analysis (George Washington University) and in Supply Chain Management (Penn State University).

He currently serves as an adjunct faculty member at Mount Saint Mary’s University, teaching project management and supply chain courses in the MBA program. He is an industry-certified Project Management Professional (PMP), a Certified Business Analyst, and holds Level III Acquisition Certifications in Contracting, Life Cycle Logistics, and Program Management.
